Why a broadcast needs approval before it sends

Any team member can draft, preview and edit a broadcast. Releasing it — moving it from draft to pending, whether to send immediately or on a schedule — needs admin or owner, because a broadcast reaches every matching customer at once and cannot be recalled once it starts.

The Review screen shows the resolved recipient count and an estimated cost before that release happens.
